What do You mean? You can schedule videos even if You're not partnered.

The schedule video option wasn't available for me unless I become a partner there's the page on google

Yes, I did. Currently I am partnered with Curse but at the beginning I was just a regular Youtube partner and could monetize and schedule my videos from the start.

Depends what videos you make. If you make cover songs you might want to join We Are The Hits. You can be part of their network for music only and YouTube Partner for other videos that aren't music, like blogs
