The reason I need one is pretty simple.

I saw this video on YouTube where it is Peter Griffin and he is playing Slender. But the thing was is the guy who made it got him to say oh there is that Slender guy ect.

It was not quotes, it was actually like he was playing.

How an Earth could he of done that?

Ye but what I mean is there must be a tool where you can edit your voice to be just like them

You could spend years in audio editing to figure out the pitch of Peter Griffin and still it wouldn't be what you want.

Like thekeebzyshow said, learn to impersonate.
