Is it legal for someone to reupload a video if they are in it?

So I made a video with a few of my friends, and one of my friends asked if they could upload it to their channel. I said no because it would take away my views for a video I made. But he doesn't listen, and reuploads it anyway. So I claimed it and now he is salty about it and saying it is legal because he was in it for a few seconds. Is this true or not?

No, he doesn't have the right to upload it.

That said, and if you don't have something from him granting you permission to use his likeness, he may be able to argue that you're using his likeness without his permission and issue you a takedown notice as well.
