I have a Question,
If i'm Youtube Partner?
Cuz there is a sign below my Name. (see the Picture)

But, if i'm partner, i havent features like a Channel Banner.

Everybody is "Partner" these day's you just need to enable monetization on your video's.

To get the full options you need to look for an external network. Like Socialblade, CreatorX, TGN, Fullscreen, Makerstudios, etc.
They can partner you and give you full options, Shows, live streams, banner, etc.
 
Sure, the monetization is activ for my Videos and i apply to much Networks.
I got a MSG by a Network "CMS"

But i didnt got another MSG from "noreply".

They don't offer banners to newer YouTube partners. You have to join a network for that a the moment.
