I need help with timelapses ?!?

Hey guys I really need a hand figuring out how to do a certain timelapse effect. Basic timelapse stuff I usually do by just speeding up a clip but my friend wants me to edit a video together for him in a certain way.

If you go on that video to 7:29 the guy who edited it does a timelapse where everything moves fast apart from the subject he's filming who moves at a normal pace. I'm scratching my head at how to do this but I'm guessing one of you guys will know how it's done

I think he inserted the person as a separate clip

Not sure but looks like he might of chroma keyed it in. Just what it kind of looks like to me.

As the other said. He probably walks infront of a green screen and then the background is inserted behind him.

Yeah I thought it was green screend but I actually spoke to him just now and he's told me he rotoscoped the whole thing by filming the time lapse and then separately filming blue walking in the road. And because I don't have access to green screens or a set with a green screen the only way ill be doing it is that way and I really don't want to edit a clip a frame at a time
