I need help getting 16:9/4:3 Premiere Pro Preset

I found some old footage that i'd like to use. Its not HD since it was from 2 years ago when I didn't know fraps HD videos. The video i have is 640x400 and i want it to occupy the whole screen in youtube(16:9/4:3).

How do you make a custom preset? or do you have anything closer than 720x480 heightwise that will still be 16:9/4:3 on youtube that i can set up? sorry i'm in panic mode! I should have done atleast 3 vids today.

Which camera did u use?
Honestly those presets are the reason why i switched from Premier to Edius, and, i have absolutely no problems anymore about editing, and as for result... You can check out my channels:

Hello, Personally i would just, Download VirtualDub and make it the Quality you want, VirtualDub is so easy to use.

thanks guys! but i figured it out. have to use the desktop settings and enter your desired resolution! i used 640x360 16:9 resolution. was in super panic mode awhile ago!
