I live outside USA and I have a USA VPS . I am aiming to publish a youtube channel contents for this country so it comes up some problems here:

1) when I create a new youtube channel under my country phone number, is it possible to approach USA viewer ?

2) I research on google so many USA SMS services. If I use one of them, my channel could break ytb TOS ?

(SMS services are ok, please continue )
2.1) Google adsense will ask my billing address in the future. In that time, I have to show up my correct billing address with my country. Is it possible for my channel to be approve because my channel created under USA number.
2.2) because of SMS services numbers, my channel can be claimed by anyone else using that registed channel number. Is it right ?

My advice: Stop trying to deceive YouTube. They have thousands of employees who are among the smartest people on the planet. What you are trying to do is a huge waste of time and is guaranteed to get you banned for life when they find out.

It's not necessary to physically live in the USA or anywhere to be successful on YouTube. You need to make good videos that people want to watch. That is all. What you are doing is just a form of procrastination. Stop spending time on things that don't matter and start making content.

Yes if the channel you create is on a topic that interest USA viewers

Google is too big to be playing such Games they will get you one way or the other
