I can't upload a single video. Please help me!

Hi! So I have received my channel back two days ago after getting two community guideline strikes. It says my account is in bad standing which I understand because of the strikes. Everything else is fine though, plus I have no copyright strikes. I can do everything on my account besides upload a video. Why can I not upload a video? It keeps telling me that, "You are currently not allowed to upload." Why is that? How long do I have to wait to be able to upload again? I have already waited my two weeks. This is not fair. Someone please help me! Please! Thank you!
 
How did you get the community strikes? Also the account WILL be in bad standing for up to 6 months I believe.
 
Moved to the claims forum, but I am not sure what you want us to do? The message is pretty self-explanatory to me. :)

I want to know if this happened to anyone else? And how I could resolve this. Because I should be able to upload by now, but I can't.
