How to re-size channel art ?

Hey guys! I am not very smart when it comes to doing this stuff can you help me understand how to resize my channel art? The channel art was a little to small... Made by the lovely SteamTitan btw

P.S. I have already tried paint

Open the image in Photoshop, hit command (Mac) or Control (Windows) and then hold shift while dragging the box in the corner to the size you need.
