If you are new to creating graphics I'd highly recommend Paint.NET. I used it for the first year creating graphics then moved over to Photoshop when I felt comfortable.

Guys, I think suggesting Photoshop to beginners is a bit of overkill. PS is an expensive, advanced tool for people who know what they're doing. I think you'll be totally OK with Gimp or Paint.NET when you're new to graphic design, then maybe consider moving over to PS. And of course you can ask someone else to make your art, which is often a very good idea
