How to defeat repeat offenders?

I would be grateful for any information. There's a repeat offender on YouTube whose channel keeps getting deleted but simply ups a new channel the same or next day. This has been going on for the past two years. The individual in question is a live streamer based in Asia. The channel has been reported numerous times for racist abuse, alcohol abuse, substance abuse, issuing multiple death threats, sexual content and other banned activities on YouTube. This individual is also using third party pp accounts and powerchat for donations. All other payment methods have been reported and denied access. Sadly there are a couple of quite wealthy donators keeping this individual in business. We know who this individual is and his whereabouts. Yet despite all this YouTube does nothing except issue strikes. My question is does any one know if there is a governing body that YouTube is answerable to such as OFCOM (UK's communications regulator) so I can report my findings? I fear YT will only act once someone has been harmed. Many thanks.
