How to convert YouTube videos to IGTV?

I use iMovie and I can not find a way to export my 16:9 videos to 9:16. Does anyone know how to do this with iMovie or a free app that can export to IGTV friendly formats? Any help is greatly appreciated. Thank you.

You can search Crop & Trim Video in apps. Maybe try rotating the frame to portrait when you're editing the video, but that will make the image smaller if you want the whole 16:9 view.
When you upload a landscape vid to IGTV just crops it to fit but im guessing you don't want that

I actually ended up flipping the video and then creating it in 16:9 and then flipped it back to 9:16 in quicktime to export it into an mp4 in vertical. Thanks for the help.
