Will this work if an ISP slows the internet down to dial up speeds? (0.92MBPS) It happends sometimes but I normally run on 99MBPS.

yes this will work with all cases of internet connections

I have tried this but doesn't seem to work :/

seems like the isp has blocked changing ips or direct access to the modem

hmmm doesn't sound right try contacting your ISP or do some research into it
