How do you turn a deeply involved scrap book story into a working script?

I seem to have hit a wall quite alot with this one.

I have a few scrap books going now, which all have what i feel is a very deeply connected story that's both rich with background and detail, and also shares complex and unraveling features.

Right down to character sketches and backgrounds on them, pretty much from birth to present, all the way to the main plot, sub plot and key features of the story and how everything is connected.

Now i honestly though that poking these stories from my head would be the easy part, and then laying out the story and character scripts would be easy, however im struggling.

One of the things im struggling with is basically on where i should start and what regime should i have in place when turning story to script.

ill being writing the plot, first scene, layout of area and before i know it im working on character speech scripts then im back to sketching up a scene and before you know it, its a mess and im frustrated and end up putting myself off, which i said i would not do anymore.

Do you guys have and tips or and regimes yourself that you keep into play when developing your stories to something that directors, actors and developers can read and work with?
