How do you make a banner?

Im so confused on how to make a banner with that photoshop layout thing. Does anyone know or have a useful video?

So you take the layout which you say you have. That's how big your banner should be. There should be a specified amount of space inside where it will display on your computer screen. The rest will be shown on TVs and such. Inside the space, you can do whatever you want by making graphics and stuff until it looks nice. After you like it, it's a banner!

I personally am terrible at this stuff, so I had to get someone to help me out and make one for me.
