How do you keep a border on a moving video clip

I hope I am asking this question so that it makes since. I am trying to figure out how you create a video where a PiP clip is slowly moving across the screen. Normally I would just ad a couple of keyframes on the clip and just let it scroll slowly but I am trying to add a border. I am using Adobe Premiere by the way. Is there an easy way to do this that I am just overlooking?

You move it frame by frame when editing.

It's a very tedious process if you want it to move a lot.

Is there no way to make this easier and to make sure it renders smooth. I have tried this way and it is very tedious. I feel like there has got to be some trick to make it easier but I can't find it in any of the searches I am doing. I think I am wording it wrong.
