How do you get the i on the videos?

I have seen a lot of videos lately that have an i that when you scroll over it sometimes a video thumbnail appears and says "On this video" others is promotion to other pages.

My question is, how do you get it? I haven't seen a feature of it or annotation is just... there on some channels is it a subscriber feature?

It's a feature called "Cards" currently in beta phase that aims to integrate better into videos and look nicer.

I think it's either 1,000 or 10,000 subscribers that it's unlocked at, I believe the latter.

Thanks most likely is 10,000 since i already have over 1,000
