How do smaller channels partner up? (NOT a 'How do I partner' thread)

I haven't understood this for a while now, and it's how channels with about 3 subscribers get to use custom thumbnails. Do they partner up with Youtube? Do they join a partnership network woth really low entry requirements? Can someone explain this to me? Thanks

Custom thumbnails can be used by anyone now so long as you verify your channel. No network required now. Google screwed them over, I guess. Of course you must be in good standing.

You used to have to be partnered through either YouTube or a Network but its been there for like over a year now where all you need to do is verify your account (link your mobile number) and you can get it, or either partner with a network too. Which nowadays anyone can get into one.
