How Can I change my country in Youtube?

When I try to activate fan funding it says it's not allowed in my country. I made the account while in Europe but I live in the US. So how can I change that. Thanks
 
Would try to reach youtube support if you cannot find it in settings. I would love to have all the youtube futures but it's disabled in my country. I don't get why they are disabling it...
