just go to your channel settings and then click on the tab 'features' then click enable monetisation and voilaeventually you will have the custom thumbnails option unlocked

yeah, anything which you us which you havent made yourself you will need permission to use (by asking the owners of the copyright) and for the money you need to make an adsense account and then connect it to your YouTube oneok i just enabled it and now i dont understand what its telling me about making money and getting rights for content.. does this mean i have to have permission to use anything i havent made myself.. if so how do i get rights to use and how do i make money lol ????
but just monetise one of your own videos that you have made and then after awhile, check back on your features and you the option to have custom thumbnails should be enabled
then just remove the monetisation afterwards if your prefer not to have it on

If you want to receive revenue from your video(s) then yes you will need to create and link an AdSense account.
