Hello is there any 3rd party programs that have live commentary and live streaming like Elgato ect...

Have you checked out Adobe Flash Media Live Encoder?
It can be used to stream stuff with basically any input!

I don't have a Capture system that connects to my laptop (yet), the one i have captures to an external hard drive, brilliant HD and i use Audacity to record my voice as i play then put them together.
There will be some programs around that'll allow you to record footage and voice together, didn't your capture system come with a program? I know Elgato does. o:
