Halogen Lights vs LED?

I've Got It
I'm working on getting my camera and lighting setup and am a total lighting noob. I asked a non-YouTube friend of mine about lighting and they said to use halogen lights because they wouldn't cast as many shadows or something like that lol. I guess I'm just wondering if that's true? And also would like some recommendations for a good source of light from a lamp (I'd need a desk lamp probably because that's all the extra space I have in my room XD)

I'm on a pretty low budget: 25-40 dollars is all I could really spend, and even then I'd rather keep it closer to 30 dollars or less if at all possible.

So yeah, any advice?
 
I think if you only want to spend that small amount you would be better off with a DIY solution unless you want to wait and save some money up for a proper lighting setup
 
Yeah - I spent some time looking at some DIY ring lights and I think I am going to go that route until I can save for a better one. They sound pretty easy to make, even for my non-handyman brain XD thanks for the info, I had never heard of ring lights before!
