guys need help youtube quality encode 720p upscale to 1080p?

is this viable im recording at 720p at 60 fps with a bitrate of 15mbps (youtube recommends 12mbps for 1080p 60fps) and then after rendering i use handbake to compress the video.
i have a test video but i dont know how to post it here it doesnt allow me

I often upscale 720P clips in a 1080P timeline with no problems. I'm not sure what your problem/question is.

i just wanna know how will it look in youtube? at what bit rate do you record dude? i have a test video how can i post it here?

I use several cameras with bitrates ranging from something like 10mbps up to 300mbps and i think i after editing I usually output at around 30-50mbps.

Why dont you just upload a test video as private/unlisted and look at it, then you'll know how it looks.
