Do you mean a website that makes thumbnails for you? I never heard of a website like that. Most people make their own thumbnails.
Some people will help you make thumbnails for free or paid in the Graphics section of Yttalk.

You should make your own. I love making thumbnails. Sometimes I place my thumbnails as my wallpapers lol

I use picmonkey.com which is free. Most people use photoshop though.
