So are giveaways for likes, shares, subs now permissible on YouTube?
There was a recent TOS change (summer 2015) for YouTube that seems to be missing the verbage that was banning this practice outright.
 
While that verbage may be missing, I would look for other sections that would still consider any actions that alter natural interactions to be a violation of the TOS.
 
if you running giveaway and winner not recieve the reward, they can report your channel and then you will get ban too.
 
Be careful of things that may fall into a "catch all" part of the ToS even if it's not spelled outright. Common sense comes into play.

I think giveaway best place is twitch tv
