It depends on what channel and things like that but this is what i got sent by a Fullscreen Rep:
- A high views-to-subscriber ratio
- At or around 2,500 monthly total views and 250 subscribers- An actively engaged audience that comments and rates positively
- Exceptionally high production values and unique content
- An actively growing channel that has a history of consistently releasing new content

to be honest with you they probably don't have a set amount, but you really shouldn't try to join any network till it's worth it. (200k+ monthly views) Otherwise you are just going to irritate your subs with advertisements and not make any money off it :/
