Even after creating a new account I still have a claim?

So, apparently I have a claim.
I had one on my old account but I still do on my new account and there is nothing under 'Active Claims'

I keep going here now when trying to go to Video Manager http://www.youtube.com/oops?e=7000[DOUBLEPOST=1371687273][/DOUBLEPOST]Going to Analytics and back to Channel Settings makes me get 'Not in Good Standing' but if I leave it and go directly to analytics I don't get it WTF YT?
This happened after the site was down *for no apparent reason*
