Does Adsense have a Contact email?

I made a mistake and signed up for Adsense with the same exact information I had for another youtube Channel, and the declined our account.

I received an email saying I can add our Slice n Rice channel to my other adsense account, which I did, but none of our earnings are showing up on the the adsense site. When I log in to the site I get this message " An AdSense account does not exist for this login, as it is associated with an unapproved application. For more information about your application, please review the message we sent to the email address you provided with your application. "

Adsense = Google.

Email contact is only available to users receiving alot of revenue each month, otherwise the only options are the help centre (FAQ) or the forums where you can get help form other users.
