Do I have to pay to use Google Adwords?

Everytime I try to follow a tutorial to use the keyword tool and I go to Google Adwords, it shows me the page I've pasted below:

So how do I get past this?

NEED HELP D:

Don't know if you really want to go independent on your youtube channel with adword, I would rather recommend you partner with a network and let them handle the ad revenue for you.

Okay, lets start this from the beginning cause I had a similar situation like this (few years ago) and I would like to help you out. First question to find the solution, Are you using Google Adwords for your youtube channel or a personal business website?

If you are setting up an account with Google AdWords then you need to get a code from youtube and that way you avoid paying to sign up. To be honest I can't remember the exact steps how I hooked them both together but DEFINITELY y outube must send you an access code.
