Desktop notifications from my YouTube Subscription list no longer show up. How to fix this?

Have tried everything listed below to restart notifications, but nothing works.

Notifications are turned on in Windows.
Notifications are turned on in the browser.
Notifications are turned on in YouTube.
Any ideas on how to fix this? Any questions to help with knowing what to suggest?
