Design Element Question

I see these two elements used a ton in web presentation but can not figure out the technical names or how to do it. The first is this zoom element. Here's an example of it:

All those small zoom areas. I want to say there is a plugin or something I can't think of. Any ideas?

The second is this grainy effect as if you took a picture using a phone camera. Is it as simple as that or is there a technique behind it? Example here:
