Is there still a way to make a custom thumbnail not being partnered?

To get a Custom thumbnail you must Monetize one video on your channel, or more show you tube you are dedicated, v

I don't have it and I don't have my videos monetized because I am afraid of getting banned, I read about so much people who got banned when using monetization, I'll just wait for a network for money.. and how do I show them my dedication?

Just so you know, I monetized all my videos at one time and then de-monetized them all (Just in case anything bad happened) and I have them.

I also had some of them monetized but I don't think I have the custom thumbnail button on those vids anyways..

You're channel might have to be a certain age. I stated my channel on the 4th of August and got custom thumbnails on the 3rd of October.
