It's obviously after adsense takes their cut. Otherwise both splits would pay more than 100% of money earned on adsense. If you are asking about net (expenses taken out) vs gross split (no expenses taken out), Fullscreen splits are based on the gross split.

You can get a $25-40 CPM on one video for promoting another channel. In terms of promotion, what matt said. If you NEED a network with good promotion then I advise wanting till your channel is big enough for fullscreen arcade (which is still not that good in terms of promotion) or yeousch (pretty good promotion but really high requirements, 5k subs and 75k views)[DOUBLEPOST=1367190996,1367190821][/DOUBLEPOST]
I'm in the process of joining fullscreen (just signed the contract). I'm actually not so sure but I've seen some fullscreen partners mention somewhere around that. Maybe that is before the cut. BTW, I'll message you on Skype soon

Some networks quote CPM's before adsense has taken its 45% out to make it sound better than it is. (I realize not many do).
