Creating animation videos?

Is there software for free or I can buy (NOT monthly fee / SAAS) where I can create animated videos of my voice over animation? I wanted to start another channel, but I'm not crazy about just keeping the camera on me. I thought it might be cool to have an animation/cartoon of me talking while I do the voice over.

Does it make sense what I am asking for?
 
Hi there.
I use videoscribe for all my videos. I know they got a free trial so you can test how it works with your voiceover/music etc. It is VERY easy to work with IMO.. Again this is a trial version and it will cost you something if you have to make the videos without watermark but I think that goes for most animation software out there
