Counter Notification Process: Need to PROVE lawsuit filed

In a YT forum (Google: "Someone filed a false DMCA counter-claim against me" > See greenflams's & darklordofthedebate's comments) its claimed that the complaint MUST file a lawsuit AND provide PROOF of the lawsuit to YT via a case number or docket number? Can anyone confirm and/or elaborate?

That is a valid point youtube wise, though the DMCA Process is copyright law, and I doubt that has changed.

Just sayin' :p
