Is it possible to get a cs if the video i is set to private before publish since I got a game early and want to upload bids and schedule for oo.ooam on the release day so would that be OK
 
Yes it is still possible to get a strike, by uploading a video to YouTube it will run through the Content ID system regardless of which privacy setting you picked.
 
What game is it? Adding to what @Sykute said, publishers also will Claim videos and put CS' on YouTubers for putting up videos on a game that isn't technically released, once again regardless if it's Private or not.
 
Unlikely but possible if they are searching for content to pull through manual claim tool or if the content gets matched and they go to see the Content ID claim and issue a takedown.
 
Ubisoft will strike you for uploading Watch Dogs content right now, whether private or otherwise. At least one Twitch channel has already been shut down for this as well.
