Computer Graphics Card?

I'm building a computer for playing games and rendering, and my friend said this is a good card in my range.
When you read it, it says, "PCI Express 3.0(x16)"
Does that mean it's an express card? I don't want an express card, I want a full card..

lol no 1 uses express cards anymore, at least not as much as they used to be used (it's pretty dead technology), PCI-E or PCI Express is just the slot type. PCI is the medium sized slot (older version but still used today), PCI-E comes in smaller and larger slots (smaller slots are usually around 2cm). Larger usually for graphics cards, smaller for PCI-E cards like Wireless cards, or capture cards, LAN/Ethernet cards etc... PCI-E is faster than PCI so they called it PCI-E. So it will be a "full card" to answer your question.

So you're saying that the PCI is just the slot size, and it doesn't affect the card? Also, do I need to check if the case has the same slot?

yes and no, PCI-E doesn't fit into PCI and PCI doesn't fit into PCI-E, the effects are primarily speed related. You might need to check your case to make sure it has enough free panels on the back.

I'm just horrible with computers, as I said, my friend is helping me. On the case it has this, "The enclosure supports a 403mm max VGA card while in the rear of the case are seven PCI slots to utilize." That means that I can get PCI right?

Yeah 7 PCI/E cards but it depends on the graphics card too, some graphics cards can take up between 1-4 slots on the case. Usually 2 for high end-ish gaming cards.

It's a GTX 650, so I think it might take up a few, but 7 should be enough.

Also, do I need to make sure any of my other things are compatible? I know motherboard and processor need to be able to compatibilize, but anything else?

Power supply. How many watts and does it have the right connectors on it for the graphics card.
