Community Guidelines Strike

Is it possible to get partnered with a community guidelines strike? (I know some networks wont accept you but that's not what I mean)

Confusing, maybe restate what you are trying to say.
I mean if a network is willing to look past the fact you have a community guidelines strike is it possible to get partnered or would I "not meet the requirements for the YouTube Partnership Program"

After 6 months of good behaviour the strike will be released from your channel and you can try to get partnered .

If you're a big channel that has promise to bring them big income, maybe. But most will not and when I say most, from what I've heard, it's very near to none. You'd be very lucky if you got partnered. But, it can't hurt to try, the worst that can happen is you're rejected and have to wait the 6months or remaining time for the strike to go away.

YouTube's roll up tool doesn't allow content owners to roll up channels with any type of strike(s), it just fails to go thru when you try to.
