Closed Captions Complaint!?

I don't know what's going on.
I doubt anybody here can help, but I figured I'd put this forward anyways. Yesterday I got an email from google, telling me that the FCC is filing a report on one of my videos due to a complaint made by some viewer. I was told that the issue was not having Closed Captions on the video, and that not doing so is in violation of the rules. I don't knwo if they'll take down my video or not, but I'd really rather them not, because it's my most viewed video and now makes up more than half my views alone. It's also 100% my IP, so it's not like any company is claiming copyright or anything. Any idea of what to do? Also, is this really a thing? Do I have to manually type out a manuscript of what I said, verbatim, in every video I make?
 
Wow yeah that kinda sucks.
I guess if it's official then I would write the transcript in that video to avoid it being taken down.

As for future videos I would only bother with it if a complaint is filed, this doesn't seem to be a common occurrence.
 
Sounds like a hoax to me. I found an article that stated the FCC isn't even requiring closed captioning on tv shows played on the internet.......so it would make no sense for you to have to.

I would ordinarily agree, but I received this email from an adress Google.com. This means it was someone who had direct access to google, or an automated respose made by google. It wasn't just some dude doing it, if it was I would most likely see @gmail.com.
 
Well, according to the FCC website- "Consumer-generated media (e.g., homemade videos) shown on the Internet are not required to be captioned, unless it has been shown on TV with captions." So even if someone complained they wouldn't be able to enforce it.

True, but if someone filed a DMCA claim against me that wasn't valid, YouTube would still most likely go through with it anyways, due to wanting to avoid legal confrontation. What if it's the same for this? If the government is potentially involved, google won't touch it with a ten foot poll, and will do whatever they're 'supposed' to do. That's my concern.
 
It sounds like they are just notifying you of the report in this email and there's nothing really you should do at the moment. Maybe the FCC hasn't even looked over the claim yet and when they do it will be dismissed. But I have no idea, so hopefully someone has some experience they can tell you about.
 
I've had this happen before, all you have to do is go into Edit Video > Advanced Settings > Caption Certification > select "This content has never aired on television in the US". That's all you have to do and nothing happens. You are not required to put closed captions for anything if it never aired on TV in the US. It was probably some troll, but it really does nothing.
