I got my Canon powershot for £180/$290. It was second hand but barely used by the owner previous, and was boxed and had all of the accessories with it including a case,battery,charger and software. It was a bargain. It meets your minimum specs with 720p and 30fps. I think my videos are not recorded in the highest quality possible for that camera to be honest, as the other day I was messing around with the settings while recording and it switched to a much more HQ video quality. Although I had to switch back because my battery was low and it was draining it quick. Still if you need to view what the quality is like take a look at one of my videos. I definitely recommend if you're on a lower budget to buy this camera as it's good value for money. Before I got it I found it useful to check it out on youtube though, that's what showed me that the quality was what I definitely wanted,
http://www.youtube.com/user/infosyncvideos is a good channel to check out in this case because they've done a lot of reviews of different cameras so you could take a look and see which one you want. Obviously some won't be in your budget but it's worth a look, especially at the 2009/2010 videos because those are the cameras which are probably now going to be at a price that suits you as opposed to newer cameras.
