I've used Paint.net for several months, a bit non-intuitive at first, but there are tons of tutorials on YouTube to help you get started. And it's free!

I do all of my pixel art in PDN just because that's how I've always done it lol. For actual image manipulation I use Photoshop. Different tools for different things, although I could achieve the same effect in either program that's just how I've always done it.

Photoshop CS2 is free now. I use PS CC.

Photoshop is always so confusing to me. I use picmonkey.com. Easy and free!
