Can't use GIMP?!

A different kind of normal..
I downloaded GIMP so I can use it for my new YouTube background.
When I was downloading it everything went fine but every time I try and open the template using GIMP it keeps saying I need to install it.
I have installed this a good few times now and nothing seems to be working..
Does anyone know what this could be?

Open gimp, and if it's anything like PhotoShop (which it should be similar ) go to the top and click File -> Open and click on that image from where it is and it will open the file up. Also, you can right click the file and click open with -> Gimp because it could just be searching for a wrong version of Gimp which is sending back the error, but if you tell it exactly what program to use, it will be forced to comply :p (in theory XD )

It was GIMP 2.0 or 2.8 I downloaded. Not just GIMP. It was previously opened with the Internet and wouldn't open with paint. I'll try that and see how it goes! Thanks:D
