Can't get background template

So lots of people have given links to download the template for the new background so I can personalise my own. But for some reason every time I download it never lets me open it.
I have windows 8 so it always comes up ; open with.. Then a list of programmes to open it with such as paint, itunes, microsoft word etc..
I just have no idea because none of them work.
I really want to make my own background for my channel but I can't get any templates.
If someone could help it would be great!

It gives me options of which to open it with to what I listed and similar ones. It's just annoying trying to figure it out, normally I can but it's just being weird. D:

You need a photo editor such as photoshop paint.net or gimp

You could open the image template attached to this post in any graphics editor and lower its opacity. GIMP is free and the file will open fine in it.

Try Photoshop, almost bet 100 bucks that the templates are made in it
