I was just going through the comments on a video and noticed that somebody had a gif. as their profile pic.

IS THIS A THING NOW??? CAN YOU DO THIS NOW??

Nope, they had their profile picture a gif like 4 years ago, and youtube can't change them

So... you used to be able to have gifs as your pic but they got rid of that?

Yes you used to be able to have gifs. But even after that you could hack a gif in there. My guess in this case would be neither, though. You can use animated gifs as avatars on G+...
