Can you get copyright strikes with music from games and cartoons?

I've always wondered about this. I'm pretty sure I know the answer to this but I wanna be sure. Are you allowed to use music from video games and cartoons? For example, take the background music from a video game or cartoon show and put it onto your videos.
 
As with everything, you need permission. Music in a game is just as much property of the developer as any other part of it. I feel like theyre a lot less strict about it, as I see people using stuff like the Skyrim hymn in intros or parts of montages, but whether they got permission or not is unknown.

Some developers have public disclaimers that include music, you just have to give them credit and not try to pass it off as your own.

I never have a problem with music that is made by the developers themselves. Take GTA 5's score for example. I've never heard of anyone having a problem with that.
