Can i use music in an outro?

So i have quite a few videos up right now and i want to start putting an outro into my videos. I already have the background, but my main concern is whether or not ill get copyright infringement on my channel. I have read the fair use article on youtube and i understand, but i would like to get an answer from someone before i did this and get a strike on my account. I plan on putting a link in the description stating the song and owner along with a link to go buy it. Also i plan on playing music for about 8-15 seconds at the end of my videos. Please help me out if you can.
 
I would take a look at newgrounds, you can find a lot of non stock music created by individual creators and you can help them get their name out there.

One good example is the John Tron Theme song, I think that came from newgrounds as well.
