Can I use 3rd party content if I don't monetize them?

I know that I can't use 3rd party content to monetize, but what if I don't monetize them? I mean only using them just to have some content on my channel to get subscribers for my other videos that I do have permission to monetize. Can I do such thing?

You can but the following can happen:

-The videos get claimed by content id, and that will trigger the mechanism where the system reviews your new videos for content id leading up to more time taken for a new video to monetize
-Creator of video sees your reupload, files a duplicate content claim and it gets taken down and you get a copyright strike.

You're intent on using other peoples content without getting the necessary permission to do so. Why bother asking whether this is ok? You know perfectly well that it is not.

I remember something I read that videos with matching content ID that cant be monetized is okay to upload since the gains of the ads will go to the owner of the rights, but depends of the company like said higher.
