And according to YouTubes ToS, once a user has a terminated account, they're not supposed to create a new one. YouTube can take down your account if that happens.
In a way it does. Youtube's Copyright system is based on a computer algorithm not an actual person. Therefore if you were to email youtube about a copyright claim or whatever then you won't get much help there. It depends on the termination though. If you are terminated for invalid ad clicks you are pretty much screwed. If you get terminated because of people false flagging your stuff you may be able to come back but not entirely sure. I know you could make another channel but if you make it obvious it's you then they will terminate the Adsense, but not the account.
