Best video edit software for cheap/free? (need picture in picture)

So I need a video edit software that enables me to do simple things like picture in picture and overlay text over video. Things like that.
I however don't have much of a budget (if any).

Can one of you guys suggest one that fit's this description?

I'm on Windows. (Movie Maker Sucks)
 
Windows Movie Maker? :D
Dont really know much of a free softwares, but i believe thats one.

If you are a student, Cyberlink Powerdirector gives you 70% off. I got Director's Suite for $87, you can get cheaper ones than that. Director's comes with Audio Director, Photodirector, and Color Director as well.

Unfortunately I'm not a student, but my fiance is. I'll have a look into this aswell. Thank you.
 
man i got Sony Vegas Movie Studio ...which is basically the bottom version of Vegas that you can get for just £19.99 .....

I thought it was pretty good at the time and is .....wish it did multicam editting ......but hey you get what you pay for ....
