Before i upload my video

So i'm about to upload a Let's Play video to Youtube.
My video lenght limit is 15 mins and the video is 15 mins and 3 secs long.
My question is, can i still upload the whole video?

NO, but you can increase your video time limit by using: Creator Studio > Channel > Enable Longer Videos

I think, the problem is solved now. You could edit those 3 secs with software windows movie maker, camtasia, screenflow, sony vegas, adobe premiere and there would be many free online tools/sites which you can use to get rid of those three seconds.
